Net Metering – Between December 2014 and May 2015, nearly 821 MW solar capacities have already been added across India. No wonder solar energy segment has been flourishing following Indian government’s decision to revise the target from 20GW to 1 Lakh MW, a fivefold increase, by 2022.

Scaling to 100GW from the current 3.8GW capacity is a huge, and achievable task. The decision has attracted investment, and led to various technological and business innovations. These together have opened up the possibilities to ‘solarify’ India.

Solar rooftop grid connected system under net-metering scheme is one such way of switching to solar and achieve the set target. In fact of the 100 GW, 40 GW has been reserved for this segment.

Net-metering is the process whereby consumers can sell the surplus energy generated from their solar power system. The scheme allows consumers to export/feed the surplus energy generated by the installed power plant at a rate fixed by respective state regulatory commission to the distribution licensee of their area. At times when generation from the system falls short of the demand, energy can be drawn (imported) from the grid.

The electricity bill is calculated on the net units consumed from the grid.

Net Units = Imported Units – Exported Units

The regulations governing net-metering policy differ from state to state.

The regulations governing net-metering policy differ from state to state. For example, Haryana provides incentive @25 for every unit generated from the Solar Power system. Whereas every unit exported to the grid can be sold at @INR9.56 in Karnataka and @INR9.20 in Uttrakhand

Rs. 1.00/- incentive for domestic consumers; Rs0.25/- for other categories on every unit generated from the rooftop solar power plant

Application Process

  • Application is submitted to UHBVN/DHBVN with the processing fee of Rs.1000/-
  • Verification process is completed within 15 days
  • Once the verification is done a new Net Meter is installed
  • Documents Required:
  • Copy of the last electricity bill
  • General power of attorney in favour of the signatory in case of joint ownership & partnership firms; certified true copy of the resolution authorizing the signatory to deal with UHBVN/DHBVNL
  • A Net Metering Connection Agreement
Capacity of rooftop system • Not more than the connected load/contract demand
Capacity of Licensee transformer * Not more than 30% of the peak capacity of distribution transformer
* Not more than 15% of the peak capacity of power transformer
Energy Accounting • Total Consumption of energy from rooftop solar plant not to exceed 90% of the energy generated from it during a financial year
Billing & Payment * UHBVN/DHBVN calculates bill on net import only; the surplus energy is carried forward to the next billing cycle
* For ToD consumers, energy imported and exported is offset in the same time block
* Minimum monthly charges are applicable on total consumption
Metering Arrangement * Installation by the UHBVN/DHBVN
* Cost borne by the consumer

Rs.2/- for every unit of energy generated for first 3 years of the plant life.

Application Process

  • Application is submitted to TPDDL/BRPL/BYPL with the processing a fee of Rs.500/-
  • DISCOM performs a feasibility analysis within 30 days of the date of application
  • After the feasibility test consumer can register within 30 days at a fees starting at INR 1000/-
  • Once the form is approved, the consumer is registered within 45 days from the date of the feasibility analysis
  • DISCOMS & the consumer execute a connection agreement within 30 days from the date of registration, once the consumer is approved for a Net Meter
  • Within 15 days from the date of approval DISCOM procures, tests and installs the Net Meter
Capacity of rooftop system • Not less than 1kW peak
Capacity of Licensee transformer • Not less than 20% of the rated capacity of respective distribution transformer
Billing & Energy Accounting • TPDDL/BRPL/BYPL calculates bill on net import only otherwise, surplus energy is carried forward to the next billing cycle
Metering Arrangement • Cost of renewable energy meter borne installed by TPDDL/BRPL/BYPL
• Cost of net-meter is borne by the consumer

Rs.0.50/- for net unit exported to the system calculated at the end of the year.

Application Process

  • Application is submitted to PUVVNL/ MVVNL/ PVVNL/ DVVNL/ KESCo. with a processing fee starting at Rs.250/-
  • The DISCOM performs a feasibility analysis within 30 days of date of application
  • After the feasibility test consumer can apply for registration starting @ Rs. 1000/-
  • DISCOM performs preliminary checks of documents and registration form
  • Consumer is registered within 15 days from the date of receipt of complete registration form
  • Inter-connection agreement between the consumer and DISCOM is reached within 30 days of the date of issue of the registration form
Capacity of rooftop system * 1 KW- 1000 KW

• Not more than 100% of the sanctioned connected load / contract demand

Capacity of Licensee transformer • Not more than 15% of the rated capacity of transformer(s)
Energy Accounting & Settlement • PUVVNL/MVVNL/PVVNL/DVVNL/ KESCo raises bill for net import otherwise, surplus energy is carried forward to the next billing cycle

• For ToD consumers, energy imported and exported is offset in the same time block

Metering Arrangement • Installation by PUVVNL/MVVNL/PVVNL/ DVVNL/ KESCo
* Cost of the meter only borne by the consumer

Rs.7.20 for unit of electricity over 50kWh paid after each monthly cycle.

Application Process

  • Application is submitted to Jaipur/Jodhpur/Ajmer DISCOM with the processing fee stating at Rs.200/- and a security deposit stating at Rs.100/kW
  • DISCOM acknowledges receipt of the application, and within 10 days of application
  • Within 15 days of the receipt of application DISCOM does the feasibility analysis
  • Within 30 days of the receipt of application interconnection agreement between consumer and DISCOM is executed
Capacity of rooftop system • Not more than 80% of the sanctioned connected load/contract demand of the consumer
Capacity of Licensee transformer • Shall not exceed 30% of the capacity of the distribution transformer
Energy Accounting & Settlement • Jaipur/Jodhpur/Ajmer DISCOM pays Rs.7.20 per unit for the energy above 50kWh fed to the grid, otherwise it is carried forward to the next billing period
• DISCOMS raises bill in case of net import
• For ToD consumers, energy imported and exported is offset in the same time block
Metering Arrangement • Installation by the Jaipur/Jodhpur/Ajmer DISCOM
• Cost of meter only borne by the consumer

The surplus energy supplied shall be utilized to offset the energy consumed.

Application Process

  • Application is submitted to PSPCL with as processing fee starting at Rs.50/- per KVA
  • DISCOM performs a feasibility analysis & issues letter of approval within 15 days of receipt of application
  • After the approval the consumer can setup the solar power plant, and within 180 days has to submit the work completion report
  • PSPCL verifies the site, installs and seals the Bi-directional energy meter within 10 days of submission of work completion report

Capacity of Licensee transformer • Not more than 30% of the rated capacity of distribution transformer
Energy Accounting & Settlement • PSPCL raises bill for net import otherwise, surplus energy is carried forward
• For ToD consumers, energy imported and exported is offset in the same time block
• Minimum monthly charges are applicable on total consumption
Metering Arrangement • Installation by PSPCL
• Cost of the meter borne by the consumer

The surplus energy supplied shall be utilized to offset the energy consumed.

Application Process

  • Application is submitted to NESCO/WESCO/SOUTHCO with the processing fee of Rs.500/-
  • Consumer enters into an agreement with DISCOM
  • Within 15 days from the date of submission of the application DISCOMS give permission for net-metering.
Capacity of rooftop system • 90% of the sanctioned load of the consumer
Capacity of Licensee transformer • Not more than 30% of the capacity of the distribution transformers
Billing & Payment • NESCO/WESCO/SOUTHCO calculates bill on the net import, and the surplus energy is carried forward
Metering Arrangement • Installation by NESCO/WESCO/SOUTHCO
• Cost of the meter is borne by the consumer

Based on system size Rs.5.20-7.08/- per unit for the surplus energy fed to the grid paid after each monthly cycle; Net-metering only for industrial or commercial consumer

Application Process

  • Registration for installation starting at Rs.500/-
  • Approval letter for technical details is issued within 7 working days from the date of registration; application is verified & feasibility report is submitted in this duration
  • Installation of the rooftop system is approved within 3 days of submission of the technical report.
  • Within 180 days of approval work completion report of installation to be submitted with facilitation fee starting 1000/- along with documents:
  • Drawing and approval report of commissioning of rooftop system
  • Specification sheets, test reports & test reports of rooftop system components
  • PPA with BESCOM on Rs.200/- stamp paper
  • Commissioning of solar system is approved within 3 days of receipt of all documents
Capacity of rooftop system * Up to 150% of the contract load
* Not more than 1 MW
Capacity of Licensee transformer * Up to 80% of capacity of Distribution Transformer
Billing Procedure * Consumer pays for the net units consumer at the existing tariff
* For net export BESCOM pays the above mentioned tariff to Industrial & Commercial Consumer.
* Minimum charges if any are adjusted against the energy purchase bill.
Metering Arrangement * Installation by BESCOM
* Cost of the meter is borne by the consumer

The surplus energy supplied shall be utilized to offset the energy consumed.

Application Process

  • Registration for installation starting at Rs.500/-
  • MSEDCL registers application within 3 working days.
  • Within 15 days of the receipt of application, the DISCOM does the feasibility analysis.
  • DISCOM confirms installation of rooftop system within 7 days of completion of feasibility analysis.
  • Applicant installs rooftop system & submits work completion details to MSEDCL along with the request for testing & commissioning of net-meter.
  • Within 10 days of the request, MSEDCL tests & commissions the net-meter.
  • Net-metering connection agreement between the consumer and DISCOM.
Capacity of rooftop system • Not more than contract demand or sanctioned load of the consumer
Capacity of Licensee transformer • Not more than 40% of the capacity of the distribution transformers
Energy Accounting & Settlement • MSEDCL calculates bill on the net import, and the surplus energy is carried forward
Metering Arrangement • Installation by MSEDCL

• Cost of the meter is borne by the consumer

The surplus energy supplied shall be utilized to offset the energy consumed.

Application Process

  • Application is submitted to TANGEDCO with the processing fee of Rs.100/-
  • Technical Feasibility Analysis & intimation by TANGEDCO within 10 working days from receipt of application
  • Within 6 months from the date of intimation consumer procures and installs Solar rooftop system & informs TANGEDCO
  • Following this, TANGEDCO/Electrical inspector inspects safety of the system within 10 days
  • TANGEDCO issues safety certificate to consumer within 5 days of inspection & installs bi-directional meter.

The surplus energy supplied shall be utilized to offset the energy consumed.

Application Process

  • Consumer submits the Solar Application-cum-Agreement to the distribution licensee with a fee of Rs.50/KW
  • Feasibility Analysis & letter of approval by DISCOM within 30 working days from receipt of application
  • Consumer sets up solar power plant within 180 days of approval by licensee & submits the work completion report
  • Within 10 days of submission, Distribution Licensee verifies the report along with sealing & installation of energy meter.
Capacity of rooftop system • 1KWp-500KWp
Capacity of Licensee transformer • Not more than the peak capacity of the distribution transformer
Energy Accounting & Settlement • DISCOM calculates bill on the net import, and the surplus energy is carried forward
Metering Arrangement • Installation by DISCOM

• Meters procured by eligible consumer/Solar Power Generator to the approved specification

The surplus energy supplied shall be utilized to offset the energy consumed.

Application Process

  • Application is submitted to Distribution company along with a fee of Rs.1000/-
  • Within 15 days of receipt of application, DISCOM does the feasibility analysis and informs the consumer.
  • Consumer applies for registration along with a fee of Rs.1000/KW or part thereof.
  • Within 3 days DISCOM scrutinizes the application & assigns a registration number.
  • Consumer sets up solar power system within 6 months of the date of registration & obtains necessary sanction for electrical inspector for commissioning the system.
  • DISCOM tests the system within 15 days of receiving approval from the electrical inspector following which, it signs connection agreement with consumer.

Capacity of Licensee transformer • Up to 80% of the peak capacity of the distribution transformer
Energy Accounting & Settlement • DISCOM calculates bill on the net import, and the surplus energy is carried forward
Metering Arrangement • Installation by TANGEDCO

• Cost of the meter is borne by the consumer

The surplus energy supplied is settled at Average Cost of Supply.

  • SPDCL: Rs.5.33/unit
  • EPDCL: Rs.5.49/unit

Application Process

  • Online Consumer application along with payment of Rs.1000/-
  • Inspection by DISCOM officials within 7 days of receiving the application
  • Consumers enters into agreement with DISCOM within 15 working days
  • Within 3 months from the date of agreement, consumer installs SPV system & requests for inspection by DISCOM
  • DISCOM inspects the system within 10 days & within 7 days of the inspection SPV system is synchronized with the grid
Capacity of rooftop system • 1KWp- 1000KWp
Capacity of Licensee transformer • Less than or equal to 50% of rated capacity
Energy Accounting & Settlement • DISCOM calculates bill on the net import at applicable retail tariff, and the surplus energy is carried forward & settled at Average Cost of Supply (ACoS)
Metering Arrangement • Installation by SPDCL/EPDCL

• Cost borne by the consumer

The surplus energy supplied is settled at Average Cost of Supply.

  • SPDCL: Rs.5.33/unit
  • EPDCL: Rs.5.49/unit

Application Process

  • Online Consumer application along with payment of Rs.1000/-
  • Inspection by DISCOM officials within 7 days of receiving the application
  • Consumers enters into agreement with DISCOM within 15 working days
  • Within 3 months from the date of agreement, consumer installs SPV system & requests for inspection by DISCOM
  • DISCOM inspects the system within 10 days & within 7 days of the inspection SPV system is synchronized with the grid
Capacity of rooftop system • 1KWp- 1000KWp
Capacity of Licensee transformer • Less than or equal to 50% of rated capacity
Energy Accounting & Settlement • DISCOM calculates bill on the net import at applicable retail tariff, and the surplus energy is carried forward & settled at Average Cost of Supply (ACoS)
Metering Arrangement • Installation by SPDCL/EPDCL

• Cost borne by the consumer

Rs.5 on each unit of surplus energy fed into the grid

Application Process

  • Application is submitted to Distribution company, which is acknowledged by it.
  • Within 30 days of receipt of application, DISCOM does the feasibility analysis and issues letter of approval to the consumer.
  • Within 30 days of receiving the approval, consumer executes agreement with the DISCOM
  • Consumer sets up solar power system within 240 days from the date of signing the agreement & also submits the work completion report.
  • DISCOM seals the bidirectional meter within 10 days of receiving the work completion report and commissions the plant

 

Capacity of rooftop system • 1KW-5MW
* Single Part Tariff Consumer: Shall not exceed 80 % of the sanctioned contract demand
* Two Part Tariff Consumer: Shall not exceed 30 % of the sanctioned contract demand
Capacity of Licensee transformer • Not more than 30% of the capacity of the distribution transformers
Energy Accounting & Settlement • DISCOM calculates bill on the net import, and the surplus energy is paid at Rs.5 per unit
Metering Arrangement * Installation by DISCOM
* Cost borne by the consumer

The surplus energy supplied shall be utilized to offset the energy consumed on multiple premises

Application Process

  • Application is submitted to Distribution company along with a fee of Rs.1000/-
  • Licensee registers and processes the application. Within 15 days it performs the technical analysis and informs the consumer.
  • Consumer applies for registration along with a fee of Rs.1000/KW or part thereof & required documents.
  • Within 3 days DISCOM scrutinizes the application & documents and assigns a registration number.
  • Consumer installs solar power system within 6 months of the date of registration.
  • DISCOM tests the system within 15 days and signs connection agreement with consumer.
  • Within 7 days of connection agreement distribution licensee commissions the solar power system.
Capacity of rooftop system • 1KWp-1000KWp
Capacity of Licensee transformer • Low Tension Consumers: Cumulative capacity of the solar energy systems connected to a distribution feeder is less than 80% of the average minimum load of all the consumers

• High Tension Consumers: Cumulative capacity of the solar energy systems connected to a power transformer is less than 80% of the average minimum load of all the consumers

Energy Accounting & Settlement • DISCOM calculates bill on the net import, and the surplus energy is carried forward
Metering Arrangement • Installation by DISCOM

• Cost of energy meter is borne by the consumer & cost of net-meter is borne by the distribution licensee.

The surplus energy supplied is settled at Average Power Purchase Cost.

  • Consumer installs solar power system within 6 months of the date of registration.
  • DISCOM tests the system within 15 days and signs connection agreement with consumer.
